On-grid Development Guidebook – Solar Fast Track Program Edition

Despite holding a theoretical wind potential of 346 GW and maximum solar irradiance of 2,337 kWh per square meter, Pakistan's renewable share stood at only 6.48% of its 43,775 MW installed capacity as of June 2022. The government's Solar Fast Track Program launched in September 2022 to induct 10,000 MW of solar through competitive bidding created an urgent need for a consolidated investor reference document. This guidebook addresses that gap by providing a complete procedural roadmap covering bidding requirements, tariff structures, eligibility criteria and timelines under the Fast Track Solar PV Initiatives 2022. The IGCEP 2022-2031 mandates retiring 8,021 MW of thermal capacity while adding 8,350 MWp of solar and 4,928 MW of wind by 2031, requiring USD 52.93 billion in investment. Regulatory consistency and timely land allocation are critical to achieving the mandated 600-day Commercial Operation Date and meeting Pakistan's NDC target of 50% emissions reduction by 2030.
